pwgen: handle optional sample size

I think this is the most reasonable interpretation of n in this context, but it took me a while to come to that conclusion and I'm still not entirely sure.

I think additional study variables are probably best handled elsewhere (not in pwgen), but I wasn't sure how to best/safely modify pairwise itself.
