CLI - Update installs to install the latest version

Currently, while we pull the latest commit from the GH repo which hosts the validator, for some reason, the newest pyproject toml doesn’t get installed.

1. figure out the reason

2. Fix the reason

   1. If it’s some weird or arcane caching/proc thing, then we can consider uninstall → install after checking for a commit ID diff between latest + installed
