A few bugfixes to Tor's JNI methods

@n8fr8 @bitmold I have found a few bugs in the additional JNI methods added to Tor for Android.

@uniqx could you please take a look at this. especially the commit changing return -1 to return false. @uniqx is the person who maintains the fork of C tor used in this project
