Don't enable VPN mode for the whole system as default

I'm not sure how/why, but when I enabled VPN mode, it tryed to routed my whole system through Tor. Also, my system was left hooked into Orbot even after I shut it down.

The combination of these two caused a lot of frustration until I found out I had to remove the system from the list of VPN mode-enabled apps.

I propose ensuring that VPN mode is not enabled for the whole system when someone turns it on for the first time (or, at least, not without a warning).

We are working on an updated UI for this. In earlier versions of Android, a VPN could not be just per-app, so that has still been our default. Our focus is now, is to limit the VPN feature use to just selected apps.

Imo it's because vpn doesn't include settings for all system apps, and just 'on' them all( Better to include all system apps in list to switch separately one by one.

Seeing as this is still an open issue, would it be possible to have a button within the list of apps that says "select all apps"? Instead of selecting apps one-by-one :-)
