Allow conditional enabling of non-exit relays

I should be able to enable non-exit relaying only when charging and on wifi.

It would be great to have other device resource conditions here, e.g. only while battery is about 50% and throttling relay node traffic based on device RAM usage, current network UL/DL, etc.
