DO NOT MERGE - draft snyk integration. This PR tests whether or not integration with a snyk GHA will work out of the box. It will be closed soon.

guardian/typerighter/tree/main/rule-manager/rule-manager-client seems to have only a package-lock.json which is upsetting Snyk: https://github.com/guardian/typerighter/runs/7805952604?check_suite_focus=true#step:6:37270
