Respect permissions in metadata-editor

Currently metadata-editing permissions only affect links present in the media-api. They should also be enforced by the metadata-editor API, making links conditional and refusing edits based on the same permissions logic.

no its not 😱 we need to add this, especially as the actions are being returned for the new syndication tier which is not correct
