Make it easier to add huge quantities of uploaded material to a workspace

People have asked for "workspace groups" where they can group together their workspaces, workspaces shard with them, and public workspaces if they all relate to a single subject.

I think this problem would be better solved by making it easier to relate all that material in a single workspace (that's what a workspace is meant to be). So for example they could add someoen else's workspace as a folder in their own workspace etc.

the problem with this is that bulk copying content into workspaces is extremely flaky.

If that problem is insurmountable, could we have links to workspaces withina workspace? (I don't really like this because is would make search across the content more cumbersome.)
