External transcription failures currently result in 3 EXTRACTION_FAILED relations being created

If a file fails to transcribe, the transcription service will try again until the SQS max receive count is reached. Giant currently creates a relation every time it receives an error result in the transcription output queue.

This isn’t a huge problem but could cause confusion. I discovered this by:

deploying ‘worker-always-error’ branch to transcription service on CODE

uploading a new audio file to giant, wait a bit, check neo4j relations
