First step in improving Bylines on DCR

Alex Breuer has confirmed we will have design variants for breakpoints other than mobile. I think we should wait to work on this until those designs are ready.
I think things changed since I wrote that ticket and between the EMs it was agreed that Personalisation would cover the byline Meta component changes in AR, Legacy, and DCAR - not sure if this was captured anywhere though? Maybe for now just do the changes in AR and Legacy, and we can have the conversation about DCAR separately?
This is being worked on as part of the MyGuardian changes - will leave open but may be addressed elsewhere
Design provided in ticket is current implementation, so closing this on the understanding that this has been addressed as part of My Guardian work
