CMP: Implement the Multi-State-Privacy-Agreement in the US

What are you changing?

• Updating to use __gpp api command for usnat
• Updating privacy manager id to use MSPS message
• Updating config to account for usnat
• Update US framework from ccpa to usnat (However, the api will still show ccpa for consumers)
• Updating the e2e test to check whether the banner is visible after interaction. As opposed to check the data-donotsell prop.

Why?

• IAB is deprecating US privacy string and moving to the multi-state privacy agreement.

This has been tested using the github pages locally and tested in dotcom-rendering in CODE.
