Add link to second layer for ccpa

What does this change?

This updates the US monitoring check to find the accept all trigger on the second layer.

Why?

Previously, there was a Do Not Sell My Personal Information button that accept all on the first layer. This has been moved to the second layer due to limitations with Sourcepoint.
