[idea] Configurable Collector-Certifier-Queryer (Doc)

@mlieberman85 and I have been chatting about different ways to run/configure GUAC. We've been hearing some concerns that are outlined in the "Background" of the below doc.

The "Proposal" part is just one idea to handle this, and not fully fleshed out. I've tried to capture the problem statement and the gist of this solution to document it here for later, and see if it is something folks are interested in.
