Name of effect Slow acceleration

Effect Description Basically the car accelerates very slowly, similar to what low gravity would (without all the side effects where you can get launched in the air by bumping onto something or when you "glide" on the road during the entire effect duration, unable to do anything).

So the player will be basically incentivized not to hit anything at all :)
