Configuration improvements and process timeout

[Loriowar]

• add timeout for console command to prevent immortal processes and endless resources consumption
• add an optional basic authentication and config for it
• add ability to configure list of environments for enable console
• change a behaviour of whitelisted_ips config: now it allow all connections in case of empty list in it
• add corresponding changes in the ReadMe
