N(Number^Fraction) gives wrong results

N((10^(-11))^(1/1)) and N((10^(-11))^(1/2)) both give "0" as result but should be ≠0. Also, N((10^(-3))^(1/1)) gives "0.999e-3" but should be "1e-3".
