IM: allow tcp, udp and icmp for all VMs in same project

Allow the communication between VMs inside the project without any restriction when using TOSCA template with IM to deploy VMs on the same Openstack project.

The issue is that the CIDR of the VMs network is not know when defining the TOSCA template. So it would be useful to have an option to allow communication in the private network.
