Separate grad-fortifications from statics

Either event based like ALiVE apparently does it, see: https://github.com/gruppe-adler/grad-persistence/issues/31#issuecomment-637957436

Or mark fortifications on placement in grad-fortifications, then filter in grad-persistence.

Is there any news on this? This would be a SUPER great help for my unit as I currently have an issue with saving statics across the entire map vs just what my players put down for base-building.

Added in 0.12.0 and updated Wiki. Make sure to update grad-fortifications to 0.9.4 and please report any bugs you find @RaidenKoizuma.
