PCSX-Redux does not ask the user before save to and load from a global state

I am migrating the Ask before saving to and loading from a global state feature request from the "Discussions" tab to the "Issues" tab and I am ASKING you to read it again VERY SLOWLY! Especially the FIRST paragraph because it is the most important paragraph because it says almost everything! I have clarified it more!

If you don't want to bother to add this dialog then at least remove these two because I don't like them without any dialog!
