Feature: Add a "Data URI" option in "Tools" menu

Issue #17 talks about base64 encoder, but i can't find it.

Would be great if you can add an option in "Tools" context menu from the "New Style Sheet" window that lets you convert a file image from your computer into a base64 image.

Currently, in Stylish you can do it through the "Insert" button.

Sorry for my ignorance if you can actually do it.

What that issue talks about is the ability to preview a base64 url in the editor itself. So yes, this feature is not present already. I can take it, but there are many high priority and much more relevant issues present.
