USM shouldn't un-apply styles when in 'customize' mode

When you hit RMB on a panel and select "Customize..." - Fx enters into 'customize panels' mode (#navigator-toolbox gets an attibute [customize="true"]), and all the styles saved and switched on in USM suddenly unapply. I hate that behavior. Why would you do this?
