Use more Bazel module dependencies

This allows bzlmod version resolution and avoids ODR violations when importing the same dependency multiple times in different modules.

Looks like Label().repo_name was only introduced in Bazel 7.1. Can we bump the version?

With https://github.com/grpc/grpc-java/pull/12243 merged, where does this stand? We should be in a dramatically better place. Do you think you are now able to upgrade all the versions to your preferences in your own project?
