Flaky Test: Test/ClientResourceVersionAfterStreamRestart (Fails 100% of time on G3)

I have been writing a lot of tests in the test/xds directory recently. I have been running these tests consistently locally and on g3. I run into the flake somewhat locally but it fails 100% of the time on g3.

I just ran this 100K times on forge and saw no failures.
