Badly out of date and needs to be updated to work

This container image is set up to statically use protobuf and grpcio-tools versions 1.4. At time of writing, these packages are on versions 1.28 and 3.11 respectively.

I spent hours trying to figure out why my compiled code wasn't running. Super frustrating experience.
