Set private chat language on /start

It’s been a while but telegram now sends the user locale as part of the message. I always thought of doing this but thought it would not be useful... until I started receiving comments from admins from foreign groups in which users might have trouble with the default language of GB (English).

@yangm97 the issue here is, what user do you look at for the initial language

Beware some clients send invalid locales, for instance Telegram for Mac (i.e. mine is sent as en-BR).

@NotAFile the main problem is private chats, but I guess this could be added to group chats too, by looking the owner/person who added locale.
