You are not supposed to mess with the `.SeedVaultBackup` files. So in the end, were you able to use those backups for restore?
Can you provide a logcat of a Seedvault run when only mobile data is available. The system should only (force) schedule smaller key/value backups if I remember correctly and Seedvault...

We could listen to app uninstalls and clear the uninstalled app from metadata. More difficult will be to delete the app's APK and its backup file from storage.
