Add Accessibility support to trip searches

For our friends on wheels etc I am sure it would be more then helpful to have some options available regarding the accessibility of trains/busses and stations.

PTE allows us to choose between three Accessibility modes. These can easily be implemented.

This is implemented in https://github.com/opentransitmap/Transportr/commit/3f663974eb30008e12f148dad25b2be6aa80624a. However, PTE seems to only use the accessibility mode in their AbstractHafasLegacy and AbstractEfa providers, and some quick testings produced 502 Bad Request errors in some cases for these providers with an accessibility mode other than NEUTRAL.

All in all, I feel this should not be added to Transportr until PTE provides better support for these flags. Otherwise, it will be very confusing to users.
