Bugfix "empty state" component

Empty state component is using a the deprecated anchor component.

Steps to fix.

• [x] Create branch
• [x] Replace deprecetd instances with text using anchor style
• [x] Request review & merge
• [ ] Announce with batch publish

Changes - Text over ride breaking

• Removal of deprecated "anchor" component
• Replace with anchor text style in appropriate variants.

• N/A Empty state is only used in template files
