Add guidance around videos in the Design System. This guidance needs to outline the accessibility considerations around adding videos to a product's UI. Considerations would be:

• [ ] Provide a transcript or audio description of content for video-only content Unless a video is decorative, a transcript of relevant content needs to be supplied to users. Descriptive transcripts are a text version of the speech and non-speech audio information needed to understand the content. They also include text description of the visual information needed to understand the content. Users who are deaf and blind benefit from effective transcripts.
• [ ] Synchronized captions are provided for videos Captions allow a person who cannot hear the audio of a video to still understand its content. Captions should align with the timing of the audio as it happens in the video.
• [ ] Align UI with currently implemented video on the DS accessibility page Collapsable audio description on screen for screen reader access (if not included in the video). Transcript available in html for ease of reading and/or downloading from page (Moving to be inline and allowing for download).
