Page Header - Solve for more complex use cases with more than 3 levels in the hierarchy

Teams such as Storage and Ezmeral have complex use cases where they require more than 3 levels deep in the hierarchy. While they've tried flattening out their layouts to use our hub & spoke model, they've ran into issues where they'll have too many tabs within one section for example. This goes hand in hand with some of the conversations had with Chris, Scott and Eric on how we'll handle these use cases as we try to push for less levels in the hierarchy and less headers.... This ticket is TBD until we get more direction from Chris.
