Revisit toggle guidance

In the Design System channel, we received a question as to when is it ok to use a Toggle within a form. Our guidance and example on the DS site currently is confusing due to us stating that "no form submission is required" in order for a toggle to work. According to NNG, a toggle should provide immediate results.

We need to change the guidance and example so it guides people in the right direction. I found this table example from NNG to be helpful.
