"quiet" boot option should cause consistent behavior between systemd + grml-autoconfig message

If the "quiet" boot option is used then only live-boot + grml-autoconfig cause messages on tty, would be nice if we could have consistent behavior there, so maybe it makes sense to just send the messages to the syslog but not to the tty if "quiet" boot option is present.
