US time and date format is unusable

Triggered via the discussion at https://lists.debian.org/debian-glibc/2019/02/msg00026.html I'm considering changing our language default from en_US.UTF-8 to C.UTF-8. en_DK.UTF-8 might another option, though this could be considered as too opinionated as default?

Reporting this to not forget about it, and we have to ensure that this works on all our supported releases without any problems.

Second to that change, as you can see from http://paste.debian.net/1095142/

Using en_US.UTF-8 is not working:

   Executing stage default_locales
*** update-locale: Error: invalid locale settings:  LANG=en_US.UTF-8 LANGUAGE=en_US:en
 -> Failed (rc=1)

@suntong en_US.UTF-8 is supposed to be working though anyway, so this sounds like a different issue, and indeed, from your paste/log:

Setting up locales (2.28-10) ...
Generating locales (this might take a while)...
  en_US.UTF-8...Killed
 done
Generation complete.

So we'd have to find out why it was Killed.

I started to work on this in branch mika/c-utf8, needs further testing + review though.
