`mkfs.fat` exists, perhaps it is a quoting issue?
[wget was removed from archiso in favour of curl.](https://gitlab.archlinux.org/archlinux/archiso/-/commit/9b49621f78465cf912f853e1884e3f7446497229) Please change all instances of wget to curl.
Would recommend adding a note stating that you might need to pacman -Sy wget in order to use wget to download archboot
