Public Access ("Anyone with link") does not work

As the title says, publicly sharing a document ("Anyone with link") does not seem to work with grist-omnibus. The authentication page is always shown, i.e., accessing the document without logging in is not possible.

Can this be fixed by editing the dex.yaml file?
