Mac only visible to one phone

My setup: M1 macbook air Galaxy Note 8 (stock rom, pie) Xperia XZ1 (stock rom, oreo)

All 3 are connected via the same pocket wifi device.

The Note 8 and XZ1 appear on each other's nearby devices, but the macbook only appears on the Note 8's list.
