Improvements to deprecated diseases and therapies

We now allow admins to manually deprecated diseases and therapies in the admin console and exclude deprecated entities from our typeaheads. However, there are a few improvements we should make on top of this:

• We should visually show that a disease/therapy has been deprecated on its summary page
• Tags should be styled to reflect that these items are deprecated
• We need to double check our validation and our typeahead logic because I see entities in the database with linked accepted/submitted eids and aids, which the current logic should've prevented. E.g. disease 3461
• Maybe there needs to be some sort of flagging job for eids/aids with deprecated diseases/therapies
