Support "Domain Expert" tags

We want admins to be able to tag users as a "domain expert" in particular field (freeform text). This tag will be included in the user object returned from the api and displayed as a badge of some sort (details on mouseover)

In the future, the tag could be associated with a particular civic entity (gene, disease, drug) and auto-display the user card next to that entity on the site.

This tag will be self-reported. The idea of a "civic expert editor" will be admin specified at the user level and be a separate concept. "civic expert editors" will appear on the domain experts page on the "about" page.

I'd like to bump this issue. As we sign on more external expert editors it would be really great if they identify their expertise (gene, disease, variant, etc) and be able to subscribe (or be auto-subscribed) to CIViC activity related to those topics.

This may be an essential feature for external groups like ClinGen working groups to employ CIViC for curation with the intent for 3-star ClinVar submission. The way this feature could roughly be implemented is optional "approved by group X" tag which can be added by any member of group X, or alternately any member of group X with editor status.

An external group like a ClinGen working group can then independently obtain 3 star ClinVar status and this allows CIViC to be used as a source for 3-star ClinVar submission.

Discussed a bit today, March 7, 2019 as a feature that is accessible via submitted change, in the context of ClinVar submission.
