Change URI registration to be on by default and happen before the app launches

On first install, the URI scheme handlers aren't registering and the app needs to be restarted to take effect.

This may be the culprit, seeing as how its firing upon app ready and those settings might not exist. It should just always happen on app start unless its explicitly disabled.
