Permission updates while using a Ledger aren't working

When using a Ledger device for an account and trying to update/change any of the permissions, users are experiencing an error stating they need to enable "contract data" and make sure the device is connected. I have a feeling this is actually some other bug and is just triggering the wrong error.

We'll need to reproduce and investigate why this is happening.
