Update EC2 API to version 2011-11-01 and add support for new DescribeInstanceStatus API call

The DescribeInstanceStatus API call was added to allow AWS users to identify instances whose hardware has an upcoming reboot or is being retired. Updated gem to use the latest API to take advantage of this call.
