We have just released v0.22 which should help with the compatibility between packages and installation much easier. Please open a new issue if you are still having problems.

@mraspaud, Cartopy should be compatible with shapely 2.0.0 now are you still seeing issues? Please open a new issue with details if so.

This would be nice to get in to avoid these recurring errors that happen when NASA updates its server content. This does seem like an issue with the NASA servers...
