Can't package more than 10 ionized fuel per minute

I've done some testing, though I haven't tested other fluids (It's really late). Basically, no matter what I try, the tool refuses to output more than 10 ionized fuel per minute, capping the intake to 10 empty fluid tanks (Even if I give impossible amounts) at 0.25x Packager
