[planner] Keep redundant restrict in redistribute clauses

In order to avoid needless motion. about issue #16315, https://github.com/greenplum-db/gpdb/issues/16315. Just keep redundant restrict in redistribute clauses. Redistribute clauses is not bother pathkey which mergeclause_list considered. Redistribute clauses is not bother which filter was contained in join, which refer to restrictlist.
