cgroups v1 support

Since v0.20 we have docker root-mode support.

We could now think of also supporting cgroups v1.

The feature would be not too heavy as it would just mean looking in a different path.

On Ubuntu 22.04 with cgroups v1 the path is for instance here: /sys/fs/cgroup/actions_job/7dccefe3c9063bf0bbb20e71995957c5c4e7f48fcab486d860fd91a6ec76ead3/cpu.stat

We leave this issue open for people seeing this and requesting the feature. If you need it please comment in this issue.
