Remove (depreciate) rule EC5003 (Disable obfuscation)

Rule EC5003 (Disable obfuscation) does not exist anymore in the Sonar-independant description of Android rules is on https://github.com/cnumr/best-practices-mobile. We must depreciate the rule.
