Allow unrestricted search page listing all received logs as startpage

Based on user feedback:

For the use case the pre-0.20 versions solved, allow the option to set the Search result page with relative time range as the start page. Possibly only for administrator accounts.

This does not have to be the default page, but could just be settable as startpage like streams and dashboards.

Not sure if this is somewhere else but i have not found it yet... AFAIK, there are 2 types of users on the web-interface "admins" and "non-admins" the later can only consume/see preexisting streams/dashboards that they get permissions to. I think you need a 3rd option for folks that need to be able to search, make streams, dashboards etc BUT can't create/grant access to other users.

If this is allowed and i'm missing it, can you point me in the direction to enable it?

This is a problem in our current installation since our Security Team does not want (basically) everyone being an "Administrator" on the application.

Same here: @Tokynet, this is already possible via the REST API and will get a nice UI soonish.
