[FEAT] Refactor Paginator Component

Feature Name

Refactor Paginator Component

The Desired Behavior

1. Paginator controls need to be updated to used links instead of buttons. (@griest024)
2. Paginator theming should be removed. Theming a paginator is unnecessary. (@xelaint)
3. Paginator should be accessible in both dark and light themes. (@xelaint)

As a developer, I'd like to be able to correctly implement the paginator component.
