Automatic Indicators for Deprecation notices for Design Components

The Desired Behavior

Currently, when we deprecate a component we have to do a number of manual tasks to indicate that it is deprecated. We should instead simply be able to add the deprecation notice to the relevant code and our docs-generator should handle the rest.
