I seem to remember that CHARSET= was removed from the last ISUPPORT draft because nobody could agree on what exactly it's supposed to mean.
I'm not sure if _intents_ are right here, but either way, +1 for having this as a per-message tag instead of low-level hackery.
In practice, it's probably already compatible because many clients don't care.
